For some reason this works on the Playstation version, but not the pc. There is a place in the data files for construction of the IBA but the game never turns it on. I think this is a research bug as the UFOPedia implies that you can build them.

I'm afraid that it is a bug. I asked about this last year and was informed of it. The best we can hope for is that someone will be able to make an editor to modify the research tree and what it does/what it gives you. Scott Jones over at his site made a mention that he might make future plans for doing this, but so far hasn't inluded anything in his tools for doing it. What I do is a simple work around....I begin a ufo game and research Ion beam component equivalent (and nothing else)at the start and get the ability to produce the engines.(this method works for just about anything ufo engines, navigation even weapons). This will give me the ability to produce its equivalent in ufo. I then copy the file that says I have the ability to produce the item to TFTD file(the designers didn't even bother changing the bit offsets so they are exaclty the same in both games) this lets me produce the accelerators

 

There are other bugs in the game. The almost worthless tank/gauss cannon (tank/laser from ufo) has arming errors and the almost equally worthless craft gauss cannon (craft laser cannon) have been made to fire VERY limited gauss ammo which does very little damage and takes up valuable space. Unfortunately, unlike ufo, you cannot modify either of these weapons to the statistics (limitless ammo) of what they were in ufo. Current programs will change the flags, but you will quickly find both weapon systems trying to arm themselves even though you have the flags to require no ammo.

it's just a mater of changing a 0 to a 1 in the right place of the file. a simple script could be written to apply such a patch using sdump

 

I have thought or writing an autopatcher to fix any research bug in TFTD. it just checks the files after combat and updates research and production based on what should be there.

 

I will have to see. now that I have my computer ready to run xcom again I may feel in the mood to do this. just dont hold your breath.
