How to make enemies use grenades more!?

I'm probably going to play through Silent Storm again, on the Axis side I believe this time. I plan on turning up the difficulty too. But I was wondering how do you get the enemy to use grenades a little more often. I think I remember the enemy using grenades like 2 times in the whole game.

 

I've noticed in the config file there's a line that says, "setvar game_eq_on_grenades = 0.00"

 

Does that have anything to do with the enemy's AI and its use of grenades? If not, is there another way to get the enemy to use them a little more?
