Be there a sprite editor for dummies?

I just got back into X-Com after finding a junky old computer that can play the CE version.

 

I'm wondering... is there a homegrown sprite editor out there for people who have very little knowledge of programming and hex editing?

Like, you bring up a sprite or sprite sheet, redraw the characters, then save it and it runs?

 

My knowledge is limited to finding the hex location where the soldier's stats for mc abilities are.... and THAT'S. ABOUT. IT. lol
