Hotseat costumizable UFO-style game?

Ey UFO-lovers!

I love UFO too, but one thing that I have been missing is a good hotseat function (i.e. when you fight one of your friends and you take turns by the computer). I've seen some attempts to do this like in UFO2000, but it is not just smooth. Anyone knows any good game with the UFO-feeling where you take turns in multiplayer squad based combat?

 

Also, it would be massively fun if one could customize it and add own graphics, build maps, create new weapons and so on. We where also thinking of using something like this for RPG battles. The GM plays the opponents, and the players has their own guy. To be able to do this, of course one must be able to customize both the individual soldiers/characters and their weaponry.
