NKF
That's quite subjective. A soldier becomes a veteran when he or she starts kicking crustacian rear ends consistently and more efficiently than your average squaddie, no matter how high their stats or how many kills they've got in their kill tally or how many missions they've attended. They're the soldiers that you can happily stick into a bunch of totally off-the-street recruits to protect them on their first couple of missions. A veteran can become a veteran after having picked up some experience over the first couple of missions. It's amazing how just a little combat experience can bulk up a soldier you may have thought of as being an utter cowardly weakling with an abysmal chance of hitting anything a tile away. - NKF
