1) How do I use the Wargot scanner? I've a 2nd level scout.

 

2) I've been unable to lay new tracks between many bases, including overseas tracks. When I click on a South American base for example, light blue lines show. I click on Malaga, Spain, which a track runs to and nothing happens. I've clicked in various places along the track and at both ends, to no avail.

1) The wargot scanners used like any other scanner, by putting it in the soldier's hand and pressing 'scan'. Note that you need to research wargot weapon operation or some other thing to make it work.

 

2) Did you wait for the time to run for long enough? Make sure that the base belongs to you, and that it is constructed (a big grey circle represents the base)
