We have a thread in the modders forum where you can register now. Just leave a few details about your skills there, and other modders can contact you. As for modding utilities, they are not released yet. But they will be in a few weeks we hope. In the meantime there are quite a few fan made utilities in our mods section. Take a look at them, and see if they can help you. I would also like everyone making tools to register in the modders index, so you can help each other make larger and better tools. We also have our very first "mod" available for download in our mods section. It is a edited savegame that will let you start with 6 rather special soldiers. Be warned though, it contains spoilers .
