X-COM Cheat Utilities

Description

A great editor for X-COM which allows you to edit soldiers one at a time or as a group. And while it can only edit soldiers, it does this superbly. Comes with a readme for installation/usage instructions as well as an uninstaller (like you are ever going to need this). Highly recommended.
